Community approaches involving social groups in crisis preparedness and response are considered very effective in increasing resilience. But what are experiences and success factors in including local organisations and engaging citizens? To involve the public in crisis management four matters are important. One has to be:

• Inclusive
• Interested
• Insistent
• Inventive.
